I have experience integratin Google Checkout for both US and UK stores.
Level 1 integration is the basic integration allowing you to process orders via Google Checkout.
Level 2 integration allows you to fully manage your Google Checkout orders from within your osC administration. This results in a virtually seemless integration. Level 2 integration also includes "Merchant Calculated Shipping" which means GC will determine shipping options based on your store's shipping set-up.
